Land and Building

A section around Russell can offer a very different project from buying an existing home. Before comparing asking prices, establish what can realistically be built, how the site is reached and serviced, and the total cost of getting from an empty section to a home you can use.

Start with the site and your intended use

Explain whether you want a permanent home, a holiday base or a longer-term project. A sloping coastal site, a township section and a larger holding in an outer bay can require different investigations. Walk the property with the relevant professionals and distinguish the legal boundary from fences, tracks and the area that looks easy to build on.

Ask a surveyor, designer or engineer to help identify the likely building platform, access, earthworks and geotechnical questions. A sea view or an existing driveway does not establish consent approval, legal access or the suitability of a building platform.

Check title, access and restrictions

  • Have your lawyer review the title, easements, covenants and any shared-driveway obligations.
  • Confirm how people, building materials, heavy vehicles and emergency services can reach the proposed home.
  • Investigate retaining, drainage, turning space and the practical cost of forming or upgrading access.
  • Check whether rights to use a track, water supply or other shared infrastructure are documented.
  • Clarify any subdivision conditions or outstanding requirements relevant to the purchase.

Investigate the planning position for this address

Far North planning provisions are in transition. Council explains that both the Operative District Plan and the Proposed District Plan Appeals Version apply during the appeals stage. Ask Council or your planning adviser which provisions apply to the particular site and proposal; do not rely on a general zoning description alone.

Start with Far North District Council’s explanation of the current planning position, then obtain the property-specific records and advice you need. Ask about heritage, landscape, natural hazards, vegetation and other relevant overlays. Our Russell heritage property information can help frame questions, but the requirements must be checked for the actual address.

Water, wastewater, power and communications

Confirm the services available at the boundary and the cost and feasibility of connecting them. If tanks, an on-site wastewater system or other private infrastructure are needed, obtain specialist advice on the design, approvals, installation and ongoing maintenance. Space that appears available for a home may also be needed for access, drainage or servicing.

Ask about electricity capacity, connection routes and internet availability. A service passing nearby does not establish the price or approval for your connection. Allow for professional investigations before settling on a project budget.

Plan construction logistics around the location

For a Russell project, discuss delivery routes, vehicle dimensions, turning areas and storage with your builder and suppliers. If you expect to use the Opua–Okiato vehicle ferry, check current operating information and any large-vehicle or low-clearance requirements directly with Northland Ferries. The Paihia–Russell service is a passenger route; it is not a vehicle delivery option.

Outer-bay and more remote sites may need additional planning for deliveries and contractor travel. Get written assumptions in quotes rather than treating a standard building price as the total project cost.

Build a complete budget before making an offer

Allow for the land, legal and due diligence costs, design, surveying, engineering, consents, earthworks, foundations, access, service connections, construction, landscaping and a realistic contingency. Discuss finance drawdowns, insurance during construction and the effect of delays with your advisers.

Ask your lawyer which conditions and investigation period are appropriate for your offer. An unconditional purchase can leave important feasibility questions unresolved. For the wider purchase process, read our Russell and Okiato buying guide.
